We inform you about updates regarding the transposition of RED2 into the Italian national biofuels and bioliquids scheme. Specifically, we provide some clarifications regarding the reduction of greenhouse gas emissions from biofuels, bioliquids, and biofuels from biomass.
All economic operators will have to provide actual values or use the new standard values for greenhouse gas emissions. The new standard values in Legislative Decree No. 199/2021, which implements EU Directive 2018/2001 on the promotion of the use of energy from renewable sources (RED II) in Italy, replace the standard values included in Ministerial Decree 14.11.2019.
The FFC (fuel fossil comparator) values for calculating GHG saving and its minimum thresholds for sustainability verification have changed, and in this regard, economic operators are required to adopt the new FFC values, without waiting for the amending decree of DM 14/11/2019.
It should be noted that for bioliquid supply chains used for power generation, the value of FFC is no longer expressed in gCO2/MJ fuel but in gCO2/MJ electrical, and therefore it is necessary for the purpose of calculating final GHG saving to also know the electrical efficiency of the end user’s engine.
- For Tabulated Standard GHG Values.
Regarding the adoption of the new GHG standard values tabulated in Legislative Decree No. 199/2021, these replace as of now the standard values included in Ministerial Decree 14/11/2019. In this regard, it should be noted that some supply chains not previously present and their disaggregated data have been included.
Existing operational biomethane plants will be able to continue using the tables contained in DM 14/11/2019, pending the revision of the UNI TS 11567:2020 technical standard expressly mentioned in DM 14/11/19 as an operational reference, availing themselves of the exception provided for in Art.11, paragraph 5, of Legislative Decree 199/2021.
These provisions, promoted by Legislative Decree No. 199, will be to be applied to the company and to be requested from its suppliers since different values and different parameters from what is required by RED 2 will not be accepted as of 06/15/2022.
